Provincial Nominee Programs (PNPs) - Gateway to Canada PR visa

Canada’s provincial nominee programs are an essential part of the country’s immigration policies. Canada aims to welcome around 250,000 new residents through provincial nominee programs, including the ManitobaPNP program and other vital pathways for the next three years.

Provincial nominee programs are the most popular and the fastest-growing immigration pathway for those seeking a Canada PR visa. Over the past few years, the federal government has increased allocations of several visa categories under the provincial nominee program. The government has also invested a significant amount of money in promoting PNPs to welcome new permanent residents.

Each Canadian province and territory runs its own provincial nominee programs to meet its labor market and demographic needs.

Who is eligible under Provincial Nominee Programs?

Under provincial nominee programs, Canadian provinces can nominate individuals and families planning to settle in Canada permanently.

Each Canadian province determines its own eligibility criteria to select eligible applicants for provincial nominations. These conditions are determined by the demographic, economic, and labor market needs of the province.

To receive a provincial nomination, applicants must demonstrate that they fulfill the eligibility criteria. They must show that they have the skills, work experience, education, and capability to fuel the provincial economy. The province will select an applicant based on the provincial needs and the applicant’s intention to settle in the region.

Each PNP, such as British Columbia PNP, has multiple sub-programs and pathways for applicants to immigrate as per their needs and eligibility.

Provincial Nominee Programs and Express Entry System

Most provinces and territories have streams that are linked with the Federal Express Entry system. A nomination from a specific province will grant additional 600 comprehensive ranking system points to the applicant.

A provincial nomination will instantly boost your CRS score, guaranteeing you an Invitation to Apply in the next Express Entry draw.

Applicants who wish to apply for a provincial nomination under the enhanced PNP must create an express entry profile before entering the pool.

If you are looking for a province that requires low CRS points, then Saskatchewan PNP is an ideal option for you. Saskatchewan is a province with low cost of living and high-quality of life. The province also has promising employment opportunities for skilled workers seeking a new life abroad.

Canadian Borders Now Open for Fully-Vaccinated Foreigners

On September 7, the federal government of Canada has officially opened its borders for fully vaccinated travelers. The opening of borders instills a sense of confidence in people seeking Canada immigration from their home country. All travelers to Canada must be fully vaccinated and have Covid-19 test 72 hours before entering Canada.

However, medical experts in Canada believe that while the government continues to implement strong measures to curb the spread of the Coronavirus, allowing fully vaccinated people will not eliminate the risk of the virus.

Who is considered fully vaccinated?

To be considered fully vaccinated, a traveler must submit proof of both vaccine shots and a combination of vaccines accepted by the Government of Canada. The vaccine must have been taken at least 14 days before entering Canada.

Currently, Canada has approved the following vaccines:

  •         Moderna Covid-19 vaccine
  •         Pfizer-BioNTech COVID-19 Vaccine
  •         AstraZeneca/Covishield COVID-19 Vaccine
  •         Janssen COVID-19 Vaccine

Foreigners who are not fully-vaccinated or have not taken the afore-mentioned vaccines are exempt under Canada’s current restrictions from entering to Canada. The relaxations are available only to certain categories of individuals, such as Canada PR visa holders, study or work permit holders, diplomats, or those traveling for essential reasons. Travelers who are not fully-vaccinated must follow 14-days quarantine rule in Canada.

Fully vaccinated travellers must also meet all other entry criteria, including:

  • Submitting all required COVID-19 information into Arrive CAN prior to travel (if arriving by air, information must be submitted before boarding a flight)
  • meeting the pre-entry testing requirements
  • being asymptomatic upon arrival
  • having a paper or digital copy of your proof of vaccination in English or French (or certified translation);
  • Having a suitable quarantine plan, in case you don't get the exemption or test positive after entry.

Travelers with unvaccinated children

Unvaccinated children under the age of 12 may enter Canada with their fully vaccinated parents. They are also not required to follow quarantine rules in Canada. However, these children cannot attend daycare schools for at least 14 days after arriving in Canada.

Foreign children between the age group of 12 to 17 traveling with fully vaccinated parents may enter Canada, however, they must quarantine themselves for 14 days.

Unvaccinated children above five years must produce Covid-19 test reports upon arrival and 8 days after arrival to Canada.

To Sum Up

Flying from India is still suspended until further notice. Meanwhile, Indians may prepare their Canada express entry file and gather other necessary documents for their PR visa application.

Which Canada PNP Program is Right for You?

Provinces and territories in Canada, with the exception of Quebec and Nunavut, run Provincial Nominee Programs, through which they nominate eligible foreign workers for permanent residence under various categories or ‘streams’ – provided they have the skills and qualifications required to meet local labor market requirements. Each Canada PNP program stream has different eligibility criteria and procedure for nomination.

Broadly, foreign workers are nominated either through base nomination streams or enhanced nomination streams. In case of base nomination streams, the candidate first verifies eligibility for the stream, then submits an application to the province, and receives a nomination certification if the application is approved. Once nominated, the candidate applies for permanent residence to the federal government.

Enhanced nomination streams are connected to the federal Express Entry System. These streams are meant for people who have filed an Express Entry profile. The provincial government searches through the Express Entry pool of candidates to select eligible foreign workers, and invites them to apply for provincial nomination. If nominated, 600 points are added to the candidate’s Express Entry point score, which practically guarantees an invitation to apply for PR to the federal government.

Some provinces have special requirements for different categories. For instance, the Alberta PNP nominates Express Entry candidates who have 300 or more points, as well as foreign workers who have a valid job offer from an employer in the province. Saskatchewan has its own point-based selection system, through which it determines the eligibility of candidates.

Similarly, the ManitobaPNP also has its own point system and nominates foreign workers who have a connection to Manitoba through the support of relatives or friends in the province, prior work experience or education in Manitoba, or are invited through strategic recruitment initiatives. Some provinces like British Columbia and Ontario also have specific programs for in-demand occupations, such as tech-sector workers.

Before proceeding with the application process, it is important to select an ideal province or territory, and an eligible stream. To understand the detailed nomination requirements for your desired province and territory, and identify the most ideal Canada PNP program category for your unique profile, seek the trusted guidance of India’s most experienced consultants at Visa Experts, who offer authorized representation for lawful migration to Canada.

Why hiring an immigration attorney/representative is necessary for Nova Scotia PNP!

Nova Scotia PNP focuses on providing every qualifying aspirant of the NSNP streams with a Canadian PR. As a popular destination with recognition of having the best quality life, Nova Scotia is prevalent across the immigrant community, especially Nova Scotia Demand - Express Entry program. But the real challenge comes after the submission, let us read further to understand why having an immigration attorney/representative can earn you the golden ticket to immigrate to Canada from India.

Why so difficult - Nova Scotia PNP!

Unlike the other Canada Provincial Nominee Program, the express entry stream of NSNP has actually two categories:
1.     Category A: For those EE candidates with a full-time employment certificate from an employer in Nova Scotia
2.     Category B: For those EE candidates who have a work experience of at least 12 months in a Nova Scotia in-demand occupation.

Out of the two categories, the former one is open throughout the year, meaning that once you qualify, you can take your time in submitting the application. The later however is a different story, as it is much more difficult in terms of submissions. While being closed for most of the time, Category B usually opens its doors 3 – 4 times a year for limited intake.

Owing much to the Canada Provincial Nominee Program popularity numerous people from around the globe try to submit the applications during the time of intake. Isn’t this enough for evidence that NSNP is much difficult than any other Canada Provincial Nominee Program.

How can having a Canadian representative help?
Immigration attorneys understand the loop-hole of the immigration system and it is highly recommended to take their assistance. The representative works with you to ensure that you meet the defined visa requirements to prepare and submit a complete application. Thus, having a representative by your side also increases your chance if success as their assistance will be required in:

·        Monitoring Intake Periods: Having the expertise of an attorney by your side gives you the access to understanding the timelines for provincial openings as they’ll have a keen eye on almost all of the Canada Provincial Nominee Program including NSNP.

·        Numerous staff members for Submissions: Since the application submission is mostly online and that only 250 applicants will only be receiving an invitation, a high number of individuals attempt to log on and submit applications. With an attorney or immigration representative you’ll have multiple staff member who are readily available to share their years of experience in processing your application.

·        Quality Review of Application & Documents: Having gone through stringent phases to become a Canadian immigration attorney or representative, their experience in the field is unbeatable, unmatchable and seamless than any other 3rd party firm claiming to vouch for Canada PR. Their team of experts will thoroughly go through the application multiple time to check for any errors or omissions, as Nova Scotia PNP requires a detailed documentation to avoid refusal.

A representative may definitely bring a greater level of expertise in getting a nomination, but the success ratio of your application depends completely on the viability of your profile, which cannot be altered by an immigration attorney or representative. So, hurry now and consult a qualified immigration attorney for improving your chances in Nova Scotia PNP.

What is the importance of Canada Skilled Occupation list in PNP program?

If the name of Canada comes up in any conversation, you are bound to connect it with overseas immigration that takes place each year. Migrants from all over the world choose this immigrant friendly nation as their place of choice when it comes to diverse employment opportunities and a high quality of living that you are presented with along with abundant natural beauty to complement. And why not, with so many long-term benefits one gets once they become a permanent resident of Canada, it is of no surprise why it always has emerged as the best place to migrate when it comes to live and work.

To help you make your way here, there are many pathways, the most popular being the Express entry program, that is a point-based system, which nominates prospective applicants based on the points they score on the Comprehensive Ranking System. One must score at least 65 points or more on the system based on the factors of age, work experience, educational qualifications, proficiency in English or French as well as additional factors to qualify under this program.

Another well known way to become a permanent resident of Canada is to go via the Canada PNP program that demands your chosen occupation to be on their updated Canada Skilled occupation list. Every province in Canada has their own list as per their local labor shortages and economic requirement. This list is important as on the basis of this the province of your choice will sent you a nomination. For this, you will be required to undergo a positive skills assessment by the regulated authority of that respective profession.

The occupation in demand is a specialized category of immigration that permits prospective applicants to move to Canada without a job offer. While majority of the Canadian immigration rules demand you to search for a suitable job before you move there, the occupation-in demand category does not require you to do the same.  One of the requirements for the Canada Skilled Occupation list is that the occupation must be in high demand, which ensures that the applicant gets a job as soon as they land there.

Comprehensive Ranking System Cut-Off Falls to 457 Points in the Latest Express Entry Draw

On 20th August 2019, Immigration, Refugees and Citizenship Canada (IRCC) – Canada’s federal immigration authority – announced the results of the latest round of invitations. 3,600 candidates under the Federal Skilled Trades Program of the Express Entry System, who scored 457 or more points in the Comprehensive Ranking System (CRS), were invited to apply for permanent residence.

In case one or more candidates have the same point score, a tie-breaking rule is applied, which takes into account the date and time at which the candidate submitted their profile in the Express Entry pool. In this round, only profiles submitted on or before 24th March 2019 at 15:32:42 UTC were selected. This was an unusual draw, since it was conducted on a Tuesday – merely eight days after the previous round of invitations. Typically, there is a gap of 15 days between two rounds.

IRCC conducts regular draws to invite eligible candidates to apply for permanent residence under the three Canada Express Entry streams – the Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class.

The Express Entry System is the most streamlined route for skilled workers to become permanent residents of Canada. It is a merit-based selection system that identifies foreign workers who can contribute to Canada’s economy by fulfilling skills shortages in the workforce that cannot be filled by the local population.

Aspirants are first required to submit an online Expression of Interest (EOI) containing information regarding their credentials and qualifications. Subsequently, the CRS evaluates this information based on several selection criteria, and allocates point scores and corresponding ranks which indicate the Canada immigration eligibility of candidates in the EOI pool.

Highest-ranking candidates are invited to apply for permanent residence. The point score of the lowest-ranking candidate to be invited is known as the CRS cut-off. Only those who can meet or exceed the CRS cut-off receive invitations to apply.

The CRS cut-off for the previous Express Entry draw (conducted on 12th August 2019) was 466 points – nine points higher than the current cut-off. Thus, the latest round invited people with a lower point score. The shorter gap between the preceding and latest draw may not have allowed the Express Entry System to be replenished with new high-scoring profiles, which could be one cause for the reduced CRS cut-off.

Since 10th July 2019, each successive draw has invited 3,600 candidates at a time. So far in 2019, the IRCC has invited 56,200 candidates with varied Comprehensive Ranking System scores to apply for permanent residence. This trend indicates that in 2019, the IRCC could possibly exceed its 2018 record-high of 89,800 invitations extended in a single year.
