Eligibility Requirements for Western Australia Migration under Subclass 190

Western Australia – particularly the Perth Metropolitan area – is a major magnet for prospective immigrants. The sunny city, with its mild climate, modern infrastructure, developed commercial landscape, and natural expanses – offers a balanced pace of life amidst a vibrant multicultural environment.  The most accessible and beneficial pathway for Western Australia Migration is the Skilled Nominated Visa (Subclass 190).

Benefits of Subclass 190 State Nomination

  • This visa allows foreign skilled workers to permanently live and work in Australia by being nominated for permanent residence (PR) by an Australian state or territory.
  • Since this is a points-tested visa i.e. eligibility is determined through a point-allocation system, obtaining a state nomination adds 5 points to the candidate’s total score.
  • Candidates from a broader range of occupations can apply for this visa, compared to the Skilled Independent Visa.
  • Family members – including spouse/de-facto partner and dependent children/grandchildren – can accompany the applicant to Australia.

Eligibility requirements

To understand how to get PR in Australia under this visa category, we must understand that candidates are selected based on their ability to fulfill skills shortages in WA’s local labor market. To be eligible, an aspirant must meet the requirements of the WA governing agency, which issues the nomination:

  • Be qualified to practice an occupation featured as available and eligible for the Subclass 190 visa on the WA Skilled Migration Occupation List. This is known as the ‘nominated skilled occupation’.
  • Have a full-time job offer of at least one year in the nominated skilled occupation (or a closely related occupation), from a WA employer.
  • Have relevant work experience in the nominated skilled occupation (or a closely related occupation) – at least one year of experience in Australia, or three years of experience outside Australia – in the preceding ten years.
  • Have competent or proficient English language skills – depending on the nominated skilled occupation.
  • Commit to living and working in WA for at least two years after arriving in Australia.
  • Have sufficient funds to cover the cost of settling and living in WA for the first three months.

Candidates must also meet the requirements of the Department of Home Affairs (DHA) – the federal authority that processes and approves the Western Australia 190 visa application:

  • Obtain a nomination from the Western Australia governing agency.
  • Score at least 65 points based on age, work experience, English language skills, academic qualifications, adaptability factors, spouse/de-facto partner qualifications (if applicable), and state nomination.
  • Meet the DHA’s health and character requirements.
  • Be under 45 years of age at the time of being invited to apply for the visa.
  • Have a positive skills assessment from the relevant assessing authority for the nominated skilled occupation.

The process for Western Australia Migration can only be pursued by those who meet all the criteria. To assess your eligibility, and understand the intricacies of the process – or to discover alternative state nomination pathways – it is wise to seek the expertise of genuine immigration consultants who can help you navigate the procedure, enhance eligibility, or identify other states/territories that you could migrate to.

Benefits of South Australia State Nomination

South Australia (SA) offers a quality of life that is comparable to Australia’s more popular immigration destinations, at a relatively lower cost of living. SA is home to ethnically diverse communities, thriving in a vibrant natural landscape. With mild climate and excellent healthcare and education systems, SA is truly an immigrant’s delight. These are some of the major reasons why several foreign nationals seek a South Australia state nomination, which can allow them to temporarily or permanently relocate to the state.

A nomination can be issued to candidates under two visa categories:

The Skilled Nominated Visa (Subclass 190), which allows foreign skilled workers – who are nominated by a state/territory governing agency – to permanently live and work in Australia.

The Skilled Work Regional (Provisional) Visa (Subclass 491), which allows foreign skilled workers – who are nominated by a state/territory governing agency or sponsored by an eligible relative in Australia – to live and work in a designated regional area of the country for up to five years. After three years of living in the regional area, the visa holder can apply for permanent residence (PR) through the Subclass 191 Australia PR process.

Immigration aspirants stand to gain significantly from being nominated by the SA government. Some major advantages of receiving an SA state nomination include:

The entire state of South Australia is considered ‘regional’. Thus, the immigrant does not necessarily have to live in the countryside or rural regions. Even metropolitan and urban centres, which have sophisticated lifestyle infrastructure, are considered ‘regional’, and are accessible to the visa holder. Adelaide, the state capital, is consistently ranked among the most livable cities of the world.
Eligibility for both state nominated visas is determined by a point-based system. Obtaining a nomination allows Subclass 190 candidates to claim 5 additional points, while those nominated for the Subclass 491 Visa can add 15 points to their score. This greatly enhances the applicant’s chances of success in the visa process.
Those applying for state nomination must have an occupation that features on SA’s state nominated occupation list, which features a very broad range of occupations – implying that a more diverse group of people are likely to be eligible for state nomination.
Aspirants who have received a state nomination can have their visa application processed on a priority basis.
Immigrants receive government assistance for settling in SA and finding employment.

In order to obtain a South Australia state nomination, eligible aspirants must submit an Expression of Interest to the Department of Home Affairs (DHA). The SA government invites the highest-scoring candidates – who meet the criteria for nomination – to apply for nomination. If the nomination is approved, the DHA will spontaneously invite the nominee to apply for the relevant visa. Within 60 days of receiving this invitation, a complete visa application – including supporting documents and visa fees – must be submitted to the DHA. The DHA will determine the final visa outcome.

How to Obtain State Nomination for Western Australia Migration

Although it is the largest Australian State, Western Australia (WA) has a disproportionately small population of 2.5 million people. This is a major reason for prevalent labor shortages and job vacancies in various local industries. Foreign workers – as well as international graduates from WA colleges/universities – who have the necessary skills and qualifications to occupy jobs that cannot be filled by the domestic population, can pursue Western Australia Migration.

The most popular pathway for long-term relocation to WA is to be nominated for a particular visa by the local government. Nominees can subsequently apply for the relevant visa to the federal immigration authority – Department of Home Affairs (DHA). In order to qualify for nomination, foreign nationals must fulfil the eligibility requirements of the WA government, as well as those of the DHA.

One of the major conditions is that the applicant’s primary skilled occupation must feature on the relevant SOL List Australia. Certain occupations may require registration or licensing. There are also other requirements related to English language skills, work experience, job offer and education. Eligibility requirements depend on the stream and visa that the candidate is applying for.

Aspirants can explore two visas for immigration to WA via state nomination. Both of these are points-tested visas, i.e. eligibility of candidates is determined by a point-based system.

Skilled Nominated Visa (Subclass 190): The WA 190 Visa allows foreign skilled workers nominated by a state government to permanently live and work across Western Australia. Being nominated for this visa grants 5 additional points to the candidate.

Skilled Work Regional (Provisional) Visa (Subclass 491): The recently launched Subclass 491 Visa WA allows foreign skilled workers who are nominated by the state authority, or sponsored by an eligible relative, to live and work in a designated regional area of WA for up to 5 years. Currently, all areas in WA are considered ‘regional’. An applicant under this visa can claim 15 points for state nomination. After three years of living and working in the state, eligible visa holders can apply for permanent residence.

Eligible aspirants – who have a score of 65 or more points – can submit an Expression of interest (EOI) via SkillSelect, indicating their interest in being nominated by WA, or any state/territory. This EOI is accessible to the state government agency, which identifies and invites the highest-scoring candidates to apply for nomination. Candidates must submit the application within 28 days. If nominated, they can apply for the relevant visa to DHA.

Upon arriving in the state, the visa holder must register their arrival with Western Australia Migration Services, have sufficient funds to cover the settlement cost and living expenses in Australia for at least the initial three months, commit to living and working in WA for at least two years, and fill a settlement survey at six-month intervals within this two-year time span.

Accountants in Australia enjoy access to a variety of job opportunities in urban centers as well as regional areas. In Australia, the average annual salary of accountant is $56,343 – which affords a superior quality of life while working in a fair and dynamic professional environment. Currently, accountants are highly in demand across most of Australia. Eligible accountants can apply for the Skilled Independent Subclass 189 visa (points tested stream) to gain permanent residence, which is a gateway to possible citizenship in Australia. This visa is administered by the Department of Home Affairs (DHA) – Australia’s federal immigration authority.

Accountancy occupations regularly feature on Australia’s Skilled Occupation Lists, which indicate the occupations that are in-demand in Australia and their corresponding ANZSCO codes. ANZSCO (Australia and New Zealand Standard Classification of Occupations) classifies the various occupations in Australia according to the skill level and scope of work.

Following are the ANZSCO codes applicable to accountants:

·        221111 – Accountant (General)
·        221112 – Management Accountant
·        221113 – Taxation Accountant

In Australia, the services provided by accountants relate to accounting information systems, taxation, cost management, financial reporting, insolvency, budgeting, auditing, planning and decision making for individuals and organizations. They also provide advice related to associated compliance and performance requirements in order to ensure strategic and statutory governance. Accountants applying for the Australia PR visa under Subclass 189 must meet specific eligibility requirements:

·        Be under 45 years of age.
·        Receive a positive skills assessment from the relevant assessing authority – ICAA/CPA/CAANZ – by providing required documents and paying a fee of AUD 600. A candidate who has no work experience can apply for Education Based Assessment.
·        Ensure that their accountancy occupation is featured on the Medium and Long-Term Strategic Skills List, and they can fulfil the job tasks of the relevant ANZSCO code.
·        Fulfil the English language skills requirement – score at least 7 bands in each test component of the IELTS Academic examination, or at least 65 points in each component of the PTE Academic examination, or an equivalent score in any other approved English language proficiency examination. The test results must be provided at the time of skills assessment.
·        Score at least 65 points based on the selection factors of the Australia PR points calculator – including age, educational qualifications, work experience, English language skills, partner skills and adaptability factors. If the applicant does not have sufficient work experience, points may be claimed solely for education. The DHA has previously declared that the minimum point requirement for accountants is generally higher than 65 points.
·        The level of skill required is typically a bachelor degree or higher qualification. An accountant who does not hold an undergraduate degree, but has attained Chartered status by appearing for an internationally recognized Chartered Financial Accounting Examination such as ACCA or CIMA; can also receive points for their qualification based on the skills assessment. The applicant may have to showcase relevant work experience and/or on-the-job training. Evidence of licensing or registration may also be required.
·        Fulfil the health and character requirement set by the DHA.

Application Process

Step 1: Expression of Interest (EOI)

After receiving the skills assessment and fulfilling all eligibility requirements, the aspirant should submit an EOI to SkillSelect – an online portal that evaluates and identifies suitable candidates based on the information recorded in the EOI. The EOI is valid for two years.

Step 2: Invitation to Apply

Skill Select issues invitations to apply for the Subclass 189 visa to top-ranking candidates i.e. those with the highest point scores in the pool of applications. The number of invitations issued is subject to occupational ceilings.

Step 3: Visa Application

Within 60 days of receiving the invitation, the candidate must submit a complete visa application for the Skilled Independent visa through ImmiAccount – the online visa application system – including the visa fee (AUD 4,045 for the primary applicant) and supporting documents to validate the claims made in the EOI. The DHA will process the application within 7 to 8 months, and issue a decision on the visa outcome.
